support deprecated kernel cmdline substitution scheme
As the kernel-side CL related to kernel command-line processing are
jammed up upstream, u-boot still has to support the deprecated kernel
command-line variable substitution so that Chrome OS boots.
This CL should be reverted after kernel-side CL is merged.
