Load environment only when entering developer mode
Chrome OS should not load the environment from SPI flash until U-Boot
enters developer mode (if in fact it does).
BUG=chromium-os:17055
TEST=boot and see that environment is the default environment
Then boot into developer mode; see that the saved environment is available
(tested by setting a variable and then saving it with saveenv)
