MLK-19783-2 mx6slevk: Fix wrong mmcdev value in spinor build image
Decouple the CONFIG_SYS_MMC_ENV_DEV with CONFIG_ENV_IS_IN_MMC to fix
wrong mmcdev value in spinor build image.
