Update 8MB flashmap layout to match new flash descriptor settings.
- SI_ME size is now 1.5MB (down from 2MB)
- SI_BIOS size is now 6.5MB (up from 6MB)
- coreboot-extra region increases by 512K to consume the new space
BUG=chrome-os-partner:7147
TEST=boot on stumpy and lumpy with updated descriptor and ME
