configs: enable configs for J784S4 High Security EVM
Add J784S4 High Security EVM defconfig.
These configs are same as for the non-secure part, except for:
CONFIG_TI_SECURE_DEVICE option set to 'y'
CONFIG_FIT_IMAGE_POST_PROCESS option set to 'y'
CONFIG_SPL_FIT_IMAGE_POST_PROCESS option set to 'y'
CONFIG_BOOTCOMMAND option is changed to use fitImage
Non-HS devices will continue to boot due to runtime device type detection.
If TI_SECURE_DEV_PKG is not set the build will emit warnings, for non-HS
devices these can be ignored.
