Remove code that disabled cache in _x86boot_start
When U-boot is loaded via verified boot it starts at the
_x86boot_start entry point and promptly disables caching,
resulting in about a 500ms hit to boot time.
BUG=chrome-os-partner:8518
TEST=boot on lumpy with RW BIOS and gather timestamps
to observe 500ms less time spent in u-boot init.
