Move the initial location of u-boot so it doesn't overlap ramoops
The current location overlaps with the ramoops area, but due to a bug in
coreboot, this is only detected if coreboot is small enough to fit entirely
in that area.
BUG=chrome-os-partner:6649
TEST=Built and booted on Stumpy.
