selftests/bpf: improve unexpected success reporting in test_syctl
When tests fail because sysctl() unexpectedly succeeds, they print an inappropriate "Unexpected failure" message and a random errno. Zero out errno before calling sysctl() and replace the message with "Unexpected success".
