Subject: apalis/colibri_t30: deploy/enable nv-conf-systemd for cpu
 hot-plugging

Deploy and enable CPU hot-plug configuration and startup on our T30
based modules. This significantly reduces power-consumption and
therefore improves thermal characteristics.
