Add LOCALVERSION and generate a scmversion file to annotate the
Kernel with the Toradex release and a git hash.

This contains some eMMC fixes for Apalis/Colibri T30 as well as a CSI-2
fix for Apalis T30 and an ACM fix.

This kernel can be used on latest Apalis T30 V1.1A hardware with
Toshiba eMMC and optional UHS SD cards in MMC slot.

This pulls in the fix for PCIe rarely unavailable at boot.

The include files (such as linux.inc) are not resolved by priority
but on layer order instead. This can lead to build errors in case
the layers in BBLAYERS are ordered differently.
