Add support for Xilinx Zynq UltraScale+ MPSOC
The Xilinx Zynq UltraScale+ MPSOC containes a quad A53 cluster. This patch adds the platform port for that SoC. Signed-off-by: Soren Brinkmann <soren.brinkmann@xilinx.com>
