Improved CAN, locking and general IRQ performance
Fixes issues with CAN stopping when overwhelmed by data RX\TX.
Keeps can in freezemode until explicitly activated.
CANINTF_TX is now a CAN TX in progress flag.
Runtime asserts are now disabled.
